Water Quality - Sewage

Overview

The Water Quality Program monitors the proper treatment and disposal of all wastewater for household and small flow (semi-public) sewage treatment systems in a manner which will protect surface and groundwater from contamination. This program also reviews, inspects and regulates new sewage systems, replacement systems and sewage system alterations.

What We Do

  • Investigate nuisances created by failing sewage systems
  • Issue permits for installation, alteration and abandonment of sewage systems
  • Review sewage variance requests to present to the Board
  • Inspect small flow (semi-public) sewage disposal systems for the Ohio EPA
  • Conduct operation/maintenance programs which include annual inspections of off-lot discharging systems
  • Review plans for subdivisions without access to public water or sewer
  • Review lot splits
  • Provide consultations on proposed alterations or replacement of existing systems
  • Review building plans for residential new construction and modification on existing residential sites
  • Review plans for residential swimming pools
  • Inspect sewage treatment systems for real estate transfers
  • Inspect pumper/tank trucks to assure proper cleaning, transportation and disposal methods

Ohio Sewage Treatment System Laws and Rules

The Ohio Department of Health (ODH) is proposing the rescission of the current Ohio Administrative Code Chapter 3701-29 and replacing this chapter with the new proposed sewage treatment systems rules. This rule posting represents an initial draft set of rules for comment. Comments will be accepted through February 8, 2013. ODH will post this initial draft set of rules, review the comments provided, and then propose a second draft of rules that will be posted in late February, 2013 for the official 60 day review period, which will include the Ohio Public Health Advisory Board review, and the Common Sense Initiative review. The rules will then be final filed with the Joint Committee on Agency Rule Review (65 day process). We anticipate final adoption of the rules by mid-summer 2013, with a proposed effective date in the fall of 2013. To review the current draft rules will also be posted on the ODH website.
